City policy and decisions are guided by long-term planning. Land use, growth management, zoning, transportation, urban forestry, water and wastewater utilities, and environmental protection are driven by planning processes outlined by state and federal regulations. Public process is an important element in planning for the future.

The Long Range Planning Division works in conjunction with the Planning Commission, City Council and Administration to develop vision, policy, and supporting development codes to establish zoning, guide development and protect the natural environment. Planning documents are open for review on a cyclical and prescriptive basis. Reviews involve opportunities for the public to provide input and comment at every step of the way.
