ABOUT US
The Finance Department is responsible for all of the accounting activities of the City, which includes budgeting, financial reporting, payroll, accounts payable, debt service administration, treasury services, cash receipting, and accounts receivable. In addition, the Finance Department provides utility billing and business licensing services to the public and information technology services are provided to internal city departments.
Utility Customer Services
The City’s Utility Customer Service Department is responsible for the billing and payment collection for water, sewer and stormwater charges. This department will assist you with payment information, sign-ups for new service, billing account information, service termination, utility rate information, discounts for senior citizens and disabled persons, watering restrictions, and private utility contact information. more »
Business Licensing
Each business that operates in the City of Lacey is required to register with the City. Some business activities have additional registration requirements. Help with business licensing and registration requirements, home business occupation, and forms will be provided by the Finance Department. more »
Taxes
Funding for basic city services such as police protection, emergency medical and fire services, street maintenance, parks and recreation, community development, health and social services, economic development, engineering, water resources, legislative, and administration comes from taxes. Property tax, sales tax, utility tax, business and occupation tax, gambling tax, admissions tax, lodging tax, leasehold tax, and real estate excise tax are examples of City taxes. Budget
The Finance Department is responsible for the development and administration of the annual City of Lacey budget. The annual budget is an important planning and policy document. The budget document outlines the funding sources for City services and infrastructure improvements and replacements. more »
Financial Reports
Washington State law requires the City of Lacey to publish an annual financial report. This report must conform with generally accepted accounting principles and is audited by the Washington State Auditor’s Office. The Finance Department will provide current and past Annual Financial Reports and current and past Washington State Auditor’s Office audit reports. more »

The procurement of goods and services is necessary for the City’s maintenance and operations. The Finance Department assists with City purchasing, contracting, and vendor registration. more »
Other Services
Other services provided by the Finance Department include the Violation Bureau, the sale of pet licenses and Intercity Transit bus passes, and the processing of passport applications. more »
Surplus Property Program
For many years, the City of Lacey conducted periodic
on-site public auctions to dispose of obsolete municipal equipment and
property, including computers, electronics, office furniture and
vehicles. Proceeds from the auctions help defray costs of future purchases. The city now contracts with an online auction
service to make purchase of surplus items more convenient to the general
