Request for Qualifications (RFQ) | Safe Streets and Roads for All (SS4A) Action Plan

The City of Lacey is soliciting submittals of qualifications from interested consulting firms to develop a Safety Action Plan (SAP) in accordance with the Safe Streets and Roads for All (SS4A) federal grant program.  The purpose of the SAP is to identify a comprehensive set of strategies and types of projects that would rate well for SS4A implementation projects, utilizing collision data and community outreach, which will achieve reduction in roadway fatalities and serious injuries.  The development of the SAP will need to incorporate feedback from the public and relevant stakeholders, with a special emphasis on underserved communities and equity impact assessments.  The completed SAP, identifying high priority safety projects and strategies, will help qualify the City to apply for additional funding for implementation projects in the future.

A new aeration water treatment facility at the City of Lacey’s Madrona Wells facility located at 8824 Milbanke Dr SE, Olympia, WA 98516 in the City’s Urban Growth Area (UGA).  This work includes a new treatment facility building with aeration system, pumps, piping, electrical controls, instrumentation, new permanent standby generator, sampling, and appurtenances, landscaping, irrigation, and fencing, and other work as required for a complete and workable system. The City of Lacey is seeking a qualified consultant to provide project analysis, predesign, design, plans, specifications, and bid documents for installation of a single span light-weight vehicle and pedestrian use bridge, bridge abutments, and approach roadway located at Woodland Creek Community Park in the City of Lacey, WA. The existing timber log stringer bridge is approximately 22’ long by 10’ wide. The span length of the future bridge will be determined by the consultant with the goal of minimizing or eliminating impacts to Woodland Creek and the stream banks due to construction of the new abutments. Also included in the commissioning services will be assisting the design team with the review and quality controls of the design Bid Alternate for the New Police Station Training Building, which, involves the construction of a +/-10,000-15,000 gsf, 1-story facility in the City of Lacey, Washington. The facility will be of type II-B construction for Business (B), sprinklered, non-separated uses. Since the facility is non-separated, the design and code will follow the most stringent occupancy type (A-3 assembly). The Training Building functions include a firing range, simulator / defensive training room and training classroom. Remaining spaces are support spaces for the training building and City of Lacey Police.

The City of Lacey is seeking a qualified service provider for administration services to the Thurston Climate Mitigation Collaborative (TCMC). The TCMC is a partnership among four jurisdictions (cities of Lacey, Olympia, and Tumwater; and Thurston County) that have accepted the Thurston Climate Mitigation Plan (TCMP) to meet GHG emissions targets. The TCMP is a regional plan to decrease GHG emissions 45% below 2015 levels by 2030 and 85% below 2015 levels by 2050. The TCMC is made up of four bodies: the Jurisdiction Parties, the Staff Team (jurisdictional staff), the Executive Committee (elected officials), and the Community Advisory Workgroup (community members).

This contract provides for the completion of three geotechnical exploratory holes, to a depth of approximately 600 feet or refusal, 600 feet or refusal, and 300 feet or less. Total depth for each monitoring well shall be determined based on conditions observed in the field by Engineer. Refusal shall be determined based on the Contractor’s recommendation and the Engineer’s approval. The exploratory holes shall be drilled using sonic drilling equipment, and sampling shall be continuously collected at S6E1 and S6E2. Contractor shall provide minimally-disturbing clearing or grading activities to provide rig access to each borehole, and shall restore site conditions and landscaping upon completion. Locations S6E2 and S6E3 shall be completed as 2-inch diameter groundwater monitoring wells.

The work to be performed by the consultant consists of conducting a survey of all existing sidewalks within the public right-of-way in the City of Lacey, and identifying locations where the joints between sidewalk panels are uneven resulting in potential trip hazards. The identified trip hazards will be classified into four categories based on the height of the gap:

  • Priority 1: > 2”
  • Priority 2: 1.25” – 2”
  • Priority 3: .75” – 1.25”
  • Priority 4: .25” – .75”

 

 

  • GPS coordinates for all identified hazards should be provided in a KMZ file or a geodatabase. Other potential hazards requiring sidewalk replacement should also be documented (e.g. cracks or spalling). Photo documentation of all priority 1 locations should be provided.

 

The assessment should be completed by November 30th, 2023, so that it can be used to identify locations for the City’s 2024 Sidewalk Repair project.

The City of Lacey is seeking a qualified service provider for the Parks, Culture and Recreation Department to potentially replace the annual community fireworks displays on July 3rd at Rainier Vista Community Park (5475 45th Ave SE) in Lacey with a lighted drone show.  The City’s needs are outlined in the following Request for Proposal (“RFP”)

Proposals will be evaluated based on the company’s experience providing services of this type, company’s proposed show/display and estimated services budget. Interested companies should submit a services approach and identify those individuals, along with their expertise, that will be assigned to the services. Examples of relevant work are required, and should showcase the quality, breadth, and approach used in prior services provided.

The City invites artists of all ages and abilities to answer a Request for Qualifications (RFQ) for Artist for Utility Box Wraps in Lacey. Designs are themed around pre-selected individuals and organizations that shaped the greater Lacey community.

This request is open to all artists of any age and experience level, but artists living or working in Thurston County are especially encouraged to submit their qualifications. We are excited about this public-private partnership and look forward to involving artists in more City projects.

The City encourages artists of all levels or experience to respond to this request.

The City has an adopted Public Art Policy and Public Art Plan to help thoughtfully incorporate public art into the community. This project is intended to transform utility control boxes throughout the City into visually appealing works of art that reflect the City’s history, culture, and diversity. On behalf of Joint Animal Services (JAS), the City of Lacey is seeking a qualified consultant to conduct a Space Needs Analysis of the current animal shelter and animal control operations.

Public Works Bid | S06 Water Rights Exploratory Drilling

This contract provides for the completion of three geotechnical boreholes, to a depth of approximately 600 feet, 600 feet, and 300 feet or less. The test holes shall be drilled using sonic drilling equipment with continuous sample collection. Contractor shall provide minimally-disturbing clearing or grading activities to provide rig access to each borehole, and shall restore site conditions and landscaping upon completion. Locations S6E2 and S6E3 shall be completed as 2-inch diameter groundwater monitoring wells.

The City of Lacey (City), a municipal corporation, is accepting proposals from qualified organizations to provide operations, housing and social services for the Oxford House Project.

The City received $499,550 from the Washington State legislature in 2022 for purchase and/or rehabilitation of a residential facility (e.g., single family house, duplex, etc.) to provide for an Oxford House.  The residential facility is required to be long-term affordable housing.  This will be accomplished through a deed restriction.

The City of Lacey is committed to supporting affordable housing in the community and preventing homelessness through a multifaceted approach that includes collaborating with non-profits, community members, other municipalities, and state and federal entities.

The City welcomes proposals from organizations of all types and sizes.  Joint proposals from two or more organizations will also be considered.

The City of Lacey (City), a municipal corporation, in partnership with Homes First, a nonprofit located in Lacey, is accepting proposals from qualified organizations to provide case management and social services for the Genesis House Project, located in the City of Lacey.

The mission of Homes First is to provide affordable, decent housing opportunities for low-income people in Thurston County, and by doing so, preventing homelessness and enabling some of the most vulnerable residents in the community to find stable, adequate housing.

The City of Lacey is committed to supporting affordable housing in the community and preventing homelessness through a multifaceted approach that includes collaborating with non-profits, community members, other municipalities, and state and federal entities.

Homes First received a $200,000 grant from the Washington State Department of Commerce Local and Community Projects to purchase a house in Lacey to support the Genesis House Project.  The City of Lacey contributed $150,000 to support this purchase and is willing to commit $55,000 annually for a period of two (2) years for case management and other program costs associated with the operation of the Genesis House Project.

The Genesis House Project will provide housing and social services that support unaccompanied, young adult women aged 18-25 in finishing or obtaining their high school education, GED, or equivalent. The service provider shall try to prioritize finding program participants from within the North Thurston Public School catchment area.

The City and Homes First welcomes proposals from organizations of all types and sizes, with priority emphasis on partnership and focused outreach and services to young female adult populations.

Request for Proposal (RFP) | Television Production and Programming Services for City of Lacey, City of Olympia, City of Tumwater, and Thurston County

The City of Lacey, City of Olympia, City of Tumwater, and Thurston County (“Jurisdictions”) desire to solicit proposals from qualified contractors (“Designated Service Provider”) for Public, Education, and Government (PEG) television production and programming services. The Jurisdictions are interested in innovative and sustainable ways to provide production, programming, and other PEG services to their communities. As part of this RFP, potential Designated Service Providers are asked to identify what PEG related services they are interested in providing for Jurisdictions. Potential Designated Service Providers do not need to provide all elements of PEG services to submit a proposal.
Each jurisdiction will independently select a Designated Service Provider that best meets the needs of their respective jurisdiction at their own discretion. Each jurisdiction also reserves the right not to enter into an agreement through this process.
